  1. The Gov has paid agencies to create it, much like Bernays was at the start. Propaganda is the same as marketing for the masses; you're selling an idea or war.

  2. Dead children and babies are old, and were first invented by Edward Bernays for WWI. Posters showing babies on the bayonets of Germans, and the Huns shown as apes.
