Joe is from the same lot of DC elite that flooded into Eastern Europe when the Soviet Union fell, offering "deals" and financing to pretty much take over those state's economies, by crawling into bed with the corrupt oligarchs. It was a scourge within both political parties, as the Bush family was doing the same thing, where energy was the big payoff. It's why Putin became an enemy, before first being their "friend," because he booted the DC elite out, along with a few oligarchs that refused to play his game. It's why all of this mostly revolves around gas and oil.
