The closest thing to trying it, as an experiment, happened here, in the US, and it led to the ghettoization of every city. Ethnic groups stick with their own people, and they wish to live within that group. They might call themselves "Americans" and "citizens," but they still value their ethnicity, and their group. One might even say that they're fascists over that very thing, where they wish to "stick together."
No matter how hard a government tries, they will never break the bonds of ethnicity and likeness, which each group uses politically, and for protection.
As an example, watch how certain groups vote. They will stick with the same party, even though it is a detriment to them and their lifestyle.

Essentially, since WWI, Europe had three forms of socialism trying to take control, with communism, and two forms of fascism, both Italian and German. Proto-fascism, did, in fact, spring from the socialist movement that started in France. Its roots came to Italy earl on, with their revolution.
Those that claim it is tied to conservatism are either totally ignorant of history, or they're liars.

What you have to understand about LA is, it's the city where every screwup, malcontent, nut, and those that never fit in elsewhere, moved to live. Next, some reared families there, while others adopted.
Those that founded Hollywood were famous for denying who they were, and denying their ancestry, even to the point of legally changing their names. This includes the first producers and directors. Worse, many were tied to the mob.
Nobody, in the US that I know, takes anyone from LA seriously. Their opinions are ignored for the most part, and that's especially true over their political views, because everyone knows about what is behind the unions and guilds in their line of work. They have more in common with the old Soviet Union and Ch in a than the US.
