There were two Declaration of Interdependences signed, and one by some US lawmakers back in 1976, which is where some of the ideas about anti-nationalism and anti-sovereignty arise from, which would lead to who they think has a right to vote. Traditionally, a legal voter was a citizen of a state, not someone that was not. You might want to investigate this.
