In the past, a favorite of several gov agencies was to hire cutouts to do operations that they couldn't be caught doing. The very same thing was done in the UK, where Stephen Ward was one such example. As a matter of fact, Stephen and Jeffery's operations were very similar, including how both supposedly died.
