  2. Notice that this only occurs in large cities, and only in certain districts at that, or it is by people from those districts if elsewhere. Why do they not describe the perps? Could it be because they are the perps that certain governments wish to import? Also, why, not long back, did they tie these incoming people to lowering carbon and the green agenda?
