It's not legislation, it's an executive order directing federal agencies. Pretty much, what he did, was to revoke any failsafes against spying on the domestic public. Executive power has needed to be curbed for many long years, and this could well be taken to court over things, such as civil rights, within actual law.

@HOPE and PEACE Oh, it is, but he can't remove the requirement of a warrant. If any agency does it, then they run afoul of the law. It would be up to the FISA Court, and they have been guilty of rubber-stamping things. What he did was to remove the presidential order forbidding such practices by the agencies themselves, except what is allowed by law, as a warrant is still required.
