  1. Spot on. Years ago, they turned a blind eye to the Maltese in Soho, where those, on the beat, allowed it to happen around them.

  2. Since thy've known about it for that long, it makes one wonder if they haven't been participating in it themselves. It reminds me of the things I heard about Soho back in the early seventies, where they would look the other way, and profit from what was happening.
