  1. To prop up the boomer's pension is the same thing happening in the US with SS and other programs. That goes back to a comment I made not long ago about how any gov sees a citizen as having a net worth over so many years, and that they hold a value, like collateral, which allows the state to borrow more money. They hope that these new people will start paying taxes, which advances the state's net worth in collateral, and it's ability to pay their national debt. On top of the above, if they place them together, in certain districts, and if they have enough population, that district can be split, which would allow a new representative seat to be placed in Congress, in the US.
