  1. The closest thing to trying it, as an experiment, happened here, in the US, and it led to the ghettoization of every city. Ethnic groups stick with their own people, and they wish to live within that group. They might call themselves "Americans" and "citizens," but they still value their ethnicity, and their group. One might even say that they're fascists over that very thing, where they wish to "stick together." No matter how hard a government tries, they will never break the bonds of ethnicity and likeness, which each group uses politically, and for protection. As an example, watch how certain groups vote. They will stick with the same party, even though it is a detriment to them and their lifestyle.
