Manufacturing moved out of the west to the east to take advantage of their natural resources, lack of regulation, and cheap sweatshop labor. That brought the collapse of the US and UK as industrial powers, but enriched the large corporations that moved offshore. It began their redistribution of wealth scheme. Look for the west to want to plunge cash into Africa, and build new dams for a power grid, as well as new railroads and roads especially in the Congo. They're the next target over rare earth metals, etc.

The key to what you stated is "new," or "neo" today, such as is used in New Labour, New Left, New Right, Neoliberalism and Neoconservatism. All are part of the same progressive beast from the 1972-74 era. It's all about opening trade barriers, (after their destruction of the Bretton Woods system), and to do that, the western governments are willing to appease (kiss the arse of) any nation's dictator, such as in Asia and Africa, to keep that trade and profit flowing. It's why they're pushing to merge large corporations with the state, while the public of every nation will pay the price for it in the end.
