When the gov decided to digitize records and place them on the net, which they invented, to be shared with the other gov agencies, was when the gov cut its own throat and destroyed state security. The industrialists did the same thing, yet they wonder why their proprietary information is spread all over the world. Those with top security clearances should only be a small handful, and the most secret files should never be digitized. Go back to paper, and store it in a very secure manner. Compartmentalization is the key, and get it off the net and cloud. Instant access has more negative drawbacks than it does positive.
