  1. This sounds more like a guarantee that Russia will be repaid for the loans they floated, and refinanced, for Maduro and his government, if Maduro is on his way out, along with his cronies. The loans sure didn't go to aid the health of or to feed the Venezuelan people, well, at least not the public, though Maduro et al looks well fed. While the public is eating dogs and cats, if they can catch them, or out of the garbage, Maduro is eating the best food money can buy.
