Do not think that McNamara, nor the government, were beyond thinking of eugenics at the time. How do you thin an unwanted herd? That was still a long-held belief with those like Johnson and his lot during that time. . I have a good friend who is a black Vietnam vet, that worked for the FBI after he came home. They placed him on the front line, and as he told me, "they tried to kill me then, but I survived." You'll hear that a lot with people that the government looked down upon back then.
