The British wanted to join the "nuclear club," but I've always thought that the reason the US refused to share their nuclear secrets with the Brits was due to the MI sections being completely infiltrated by Soviet spies. The Cambridge Five were eventually uncovered, as well as several working in their nuclear program. British MI was said to "leak like a sieve." I'd say the same was true for Canada. This is not to say that the US program wasn't infested as well.
