  2. The only time that I could see something similar, would be employing foreigners at an embassy or military base, but never what you describe. At that, they would have to report for duty and be on the job at the embassy or base, not lounging on the beach somewhere. The Western govs have already been guilty of offshoring certain jobs, such as call centers, taking jobs away from citizens. This will not stop until these govs and politicians regain their fear of the public, not the other way around.
