I purchased the book that came out about it titled: The Nebula, by Walter J Baeyens (2017). It has the full Atlas dossier in it, as well as does that website above, if I recall, which was created by the Belgian secret service. The website also cites many foreign news articles about this. What I take seriously are the government documents, and the cited news articles over any speculation on the websites. From what I can find, it is all tied to the Russians, during Brezhnev, then the fall (Yeltsin), and after, during Putin. However, it goes back to "fighting communism" after WWII, and covert action. Many bad people arose from that.
