I think that some academics think that since Britain colonized several places, then that automatically makes the state diverse over the Empire, even though Britain didn't have a large number living there. I believe that like-minded US academics believe the same thing, and that is why the door is now wide open for select immigrants, with Britain and its colonies, and the US with places it's industries had settled. The UN has been blaming colonization for both World Wars for many long years now. It started under the League just after WWI.
