  1. Two words: Patriot Act. They never intended on stopping this. As a matter of fact, it was brought about to hide an operation that was already operating with FVEY. They invested billions in building digital storage and collection/tap centers, etc, on top of the rest of the program. It's comical to watch Congress reauthorize this, where congresspeople stand to decry it, but vote for it again, anyhow. Now, a previous administration was caught using it to spy on an incoming presidential administration, and they used that information in an unmasking operation, where they purposely burned an intel agency asset, even though that intel agency warned the F#I that the asset was one of theirs. I just read a page from the Congressional Record from Sept. 2016, pre-election, about it.
