Worse was why Germany really wanted to expand, which was to steal. It was as simple as that, because the nation had committed a huge fraud.
Germany was broke, so they used fraud to create an economy, via a shell company and Mefo bills, and used the iron and coal industry to do it. The largest consumer of iron was rearming the military, and these corporations were in on the fraud. Industry had to start in order to reissue a currency, and to keep the nation from spiraling back into inflation, the gov coaxed the Germans into saving their money because “they would need it later.” Of course, they didn't have much to spend it on, since there weren't many imports.
"Mefo bills followed the scheme for which the Öffa bills were the blueprint.
"As Germany was rearming against the terms of the Treaty of Versailles, they needed a way to fund rearming without leaving a paper trail; Schacht created this system as a temporary method to fund rearming with only one million Reichsmarks in capital. Schacht later said that the device "enabled the Reichsbank to lend by a subterfuge to the Government what it normally or legally could not do."-- Wiki on Mefo Bills
