This caused the treaty's conclusion to drag out way longer than it should have. That is where this all started, with academics, first in the League, and later, in the UN. The UN will claim that it is all about stopping wars, but in reality, it's about trade, and the free flow of money. That is what wars are really fought about. The nations decided to not do anything that would cause offence to each other, by the dictates of the academics, in order to bring about this global free trade scheme. I'll give Bill Clinton kudos for telling the truth once, when he quipped: "It's about the economy, stupid."
