In reality, it all goes back to the UN, after WWII, and later, in 1963, with the "United Nations Declaration on the
Elimination of All Forms of Racial Discrimination," as well as their statement: "[The] United Nations has condemned colonialism and all
practices of segregation and discrimination associated therewith, and that the Declaration on the Granting of Independence to Colonial Countries and Peoples proclaims in particular the necessity of bringing colonialism to a speedy and unconditional end."
The very Middle-Eastern state, in mention, was accused of breaking this very agreement under the "United Nations General Assembly Resolution 3379, adopted on 10 November 1975," so it could not be a movement from them. The UN is what brought about anti-colonialism and anti-neocolonialism, as well as the plan of diversifying all nations.
All of it is about using diversity to create peace after WWII, and it originates mostly with the UN.
