  1. It sounds like their government is using a strategy of tension to me, as after all, this lies solely upon their government's shoulders. Using protesters is another part of that strategy. This was cooked up by the NATO nations at the end of WWII, and first implemented in Italy, Greece, and Albania(?) if I recall. They stated in declassified documents that it was used to fight communism. This was also uncovered by the Belgian's secret service.
