Andersonville (Camp Sumter) was built close to the end of the war, with the idea of moving prisoners from the north, southward, for a better food supply. It was only designed to hold so many.
The problem was severe overcrowding, where they were taking in thousands per day. They had to expand it, making a tent city. Of course, in the 14 months it was open, many died of disease, starvation, poor sanitation, and exposure. Most of its population died, especially over the food being cut off due to the war.
