Robert Owen's idea was to destroy the family unit, and brainwash the children at an early age so they would fit into the workhouse atmosphere.
His idea was to put both parents to work on the factory (textile mill) floor, and the children as well, after a certain age.
Secondary education began changing over this, early on, by veering away from teaching a classical education. In the US, this occurred in the northern states just after Owen's time, thus, having the young adults ready for the factories, while the southern state's schools stayed with the classical education system teaching a lot of Greek lit, etc. This began before the Civil War.
In the south, especially in South Carolina, one had to learn Latin, and read an entire bookshelf of Greek literature in high school, to gain admittance to a school such as the Citadel, etc. Northern ivy league schools had started requiring only half that, or less.
