That's part of it. The UN, the nuclear industry, and China are pushing this today. The UN thinks fossil fuels leads to wars, the nuclear industry wishes to be revived, and China now holds the top spot for obtaining contracts to build new nuclear plants.
The idea that fossil fuels create wars is a fallacy. Competition for all natural resources create wars, and nuclear material must be mined. Not many nations hold great reserves of it. The large mining interests (especially gold and diamonds) that have been involved in creating wars in the past, are looking to mine more uranium. They also wish to mine the rare earth metals used in the manufacture of DC motors for the new automobiles.
Since the three major nuclear catastrophes of Three Mile Island, Chernobyl, and Fukushima, the public grew to be quite leery about using it, which caused several large nuclear companies tied to the arms business to almost collapse, and it stopped the construction of several reactors.
