Politicians lie, Simon, and you can barely find one that doesn't. Plus, if one doesn't lie, and he makes a promise to stop immigration, he will find treaties in his way when he takes his seat, which were signed long before his arrival, barring him from acting.
Luckily, in the US, the Senate has blocked such treaties by voting nay, and it was GW Bush that withdrew the US from the Kyoto Protocol, leaving it to Obama to try to circumvent it with an executive order, which is why some of the alphabet agencies act as they do. All of this, including the "immigrants," who are really settlers from the UN's resettlement program, come from these sorts of treaties.
