Things like this, where transparency of gov is limited, are only done by corrupt govs wishing to hide what they've done from the public. After all, a gov is nothing but a protection racket, which is supposed to protect the people under its reach, and, in many ways, they act much like the mafioso when they do these very things.
The funny thing is, the Stamp Act was one of the very things that led to the Revolution in 1776. It led to the creation of another gov to protect the 13 new states, which, this time, was severely restricted in what it could do, by a codified constitution that almost took an act of God to change. However, there were some who wished to create a carbon copy of London, and that didn't go over well, especially with the first president and the framers of the constitution. That was why Madison and others created the Bill of Rights, and made it the Constitution's appendix.
