This sounds a lot like what Lincoln and his Federalists did during the Civil War, by arresting his critics, or those who vocally supported the south, in the north. He also suspended habeas corpus, which only Congress can do, (which they didn't). It was illegal, and when several judges pointed this out, including a Supreme Court Justice, he had them arrested. Nobody was brave enough to arrest the SCJ though, who was in his eighties. Last, he shut down over 300 newspapers, and imprisoned some of the owners, along with destroying some of their printing presses.
That same federalism is what overtook western nations after WWII, and was behind the creation of the EU.
