I have always believed it to be the culture a child is brought up in between the ages of two to seven. During that time, the mind is formed, and one becomes set in their ways, which is generally unchangeable. This has been written about by several psychiatrists and psychologists, especially concerning thought reform (Lifton et al).
Within a large nation are numerous cultures, and a child reared in each will believe different things, and act differently. That is why, I have always thought, ghettoization occurs.
This is also why, I think, young children are now being targeted by the schools in the West.
