It's the “redistribution of wealth” spoken about, but, in reality, it's nothing but a shakedown. It's theft disguised as something else. The US and UK will not recover until they fully leave several supranational organizations, which are all associated. That, or completely cut the funding off that's feeding them, which I think is coming.
