Think of the Patriot Act in the US. Still, today, it's temporary, and has to be "renewed." What this act did, was to legalize what the FVEY nations were already covertly doing.
Essentially, several nations were caught in public spying, and in the US, this was exposed by the Church Committee. In 2001, they used that crisis to "temporarily" legalize the data collection. The US, and other nations, invested billions in data storage, and that tells me that it is permanent.
