Notice how both the US and British governments wish to promote "emerging technologies" by hoovering up the brightest, but neither mention promoting the manufacturing of said emerging technologies in either nation. I had the owner and operator of a small internet firm, years ago, tell me what was to come, and I argued about how it would fail. They have it in their minds of making the west into a pro-tech development area, but keep all the manufacturing offshore, where they can exploit other nations. He argued that everyone in the west would have an office job in the future. I argued that you cannot force an occupation upon the populace, as some do not wish to work in IT, nor tech development, etc. He was truly speaking of a technocracy, and we can see the semblance of one today, with the huge tech firms controlling the western governments' actions.
