Adams didn't make the deal to be a sanctuary city and welcome the immigrants, that was de Blasio, who "supported socially liberal and progressive policies in regard to the city's economy, urban planning, public education, police relations, and privatization." He also "endorsed Bernie Sanders." De Blasio was very cozy with the UN, as well, which is located in Manhattan.

  2.  @jharekcarnelian  NYC has been on a downhill slide since Rudy left office because he was replaced with two hard left mayors before Adams. De Blasio, himself, is a product of the two worst universities in the US, for socialism, and they are Columbia and NYU, which are ground zero for their movement.
