There are a lot of tales told about what led up to this, but it starts with what happened to Poland, and the migration. There was a lot of propaganda that hit the western press during that time, and many ate that swill up, until some within the British Government actually investigated it. That investigation led to the production of the "Blue Book," (1899), which humiliated certain newspapers; catching them up in their propaganda, as well as using anonymous sources. Even though they were outed, it didn't help, as we see what finally happened in 1917.

During the French Revolution, they wished for, at first, a constitutional monarchy as well, and we see how that went. They wanted similar, in Russia, until the Bolsheviks and Mensheviks overthrew it. It was the same anarchist movement and ideology that started in France, which grew across Europe.
