Inciting a riot is illegal in most nations, and freedom of speech does not cover it. There was a famous Supreme Court case many years ago, in the US, about freedom of religion, where it was argued that polygamy was covered under it. The SC ruled that religion was protected up to a point, but there was a limit when crimes were committed in the name of religion. They cited human sacrifice being illegal as one example.
