I wouldn't limit it. The nations sending them are doing it purposely, and who they're sending is alarming. The US has a good amount of experience with this, as, from time to time, we've taken in people that were ejected from gulags and mental facilities. The Soviets caused us a huge problem, and now, Venezuela and other states are as well.
