Yes, Britain had certain obligations up to a point, and that point was Brexit, where it left the federation of the EU, which was using the Federal State clause in the 1951 convention about accepting refugees. Now, though, do those refugees come to Britain "directly" from the nations they're fleeing? No? Legally, Britain doesn't have to take them now, unless they've told the UN that they would without the public knowing. The same thing is occurring in the US over Guatemala and Mexico. It is with Canada to a certain extent, too.

  2.  British Brexit Confusion  Yes, I understand that, but the EU states (Italy and France) are breaking that very UNHCR agreement, where they agreed to take them, as the refugees are arriving directly there via the boats from Africa. The Federal clause forces all EU states into acceptance, from the way I read it. The Refugees are breaking that agreement as well, by not quickly turning themselves into the EU authorities, and asking for asylum there. The EU is allowing them to cross the channel, which I'm sure you know, and I'd say they're also breaking the ECHR law as well by doing so. You also have Turkey, another UNHCR state, who accepted them, but are using them to blackmail Europe. In the Americas, Guatemala isn't bound to accept them, (not a signatory of the UNHCR), so they're allowing them to cross into Mexico, which does have to take them, though they turn a blind eye and allow them to travel through their nation to the US, which is not legally bound to take them, because they didn't directly arrive in the US. Costa Rica should be taking them too. There has also been reports of the refugees coming directly into Mexico by other means, where Mexico is bound to accept them, but you see what's happening, where they allow them to swarm the US border. Worse, many are fleeing Columbia, a signatory state, and there are the drug cartel's actions as well. On top of that, JB is trying to deny Cuban refugees, who are directly arriving by boat, to Florida. The US is obliged to take them as a signatory state, and they are welcomed by the public. Canada claims they're turning them back, but word has come that they've allowed many entrance.
