I'm sure you can guess which two agencies those are (C## and M##), but the cash comes through the agencies that represent the state as aid (DoS and the FO).

That money was taxpayer money that was funneled to him by USAID and the Dept. of State, which was uncovered in several books on the subject. I would also bet that other governments placed money into those accounts as well. He did not fund those color revolutions himself.

Yes, the RCC helped many with those beliefs escape. Today, he's not liked well where the color revolutions took place, nor in the Levant, either.
