That money was taxpayer money that was funneled to him by USAID and the Dept. of State, which was uncovered in several books on the subject. I would also bet that other governments placed money into those accounts as well. He did not fund those color revolutions himself.

And that wasn't his money going to them either. He merely distributed what was funneled to him by at least one nation in the west, but most likely, several. He laundered the money to keep the western nation's names out of the color revolutions, and the Occupy Movement. He's a political hitman for the G7.
