  1. Several Western govs think that appeasement will work, and that in several years, certain ethnic groups' descendants will assimilate. They're basing this off what happened in the US after 1900, where a certain group's children would not follow their parents ways, even changing their names to fit in. Not all, mind you, did this, and NYC is still divided into numerous ethnic divisions.
