  1. It started with the ##### rates in NYC, when Giuliani took office as mayor (1994–2001). He invented the methods to use, and ##### plummeted. Those methods were quickly adopted in London and other large cities. However, it didn't take long for left-wing politicos and attorneys to cry foul. After Giuliani, Bloomberg came in, who still used it, but lied about it after changing political parties. ##### started to soar after de Blasio came in, and it's now rampant. It's not so much about race, but the area or police precinct that is selected for stop-and-frisk. These are areas of high ##### rates, or places where suspected #####s will occur. Activist attorneys are behind the increase in ####, as well as left-wing politics. "Paul J.
