That was the idea of Trotsky and others, to take over the entire world, and run a permanent revolution to do so.
In the US, there was a group of them that didn't think that Stalin had taken things far enough, and that he was not pushing for a global takeover. They were known as the New York Intellectuals, all Trotskyites from the left, that created Neoconservatism. Their counterparts, the Neoliberals, had many of the same ideas, including some supporting state control of the economy. However, this would entail a world gov control of a world economy. Third-way politics also came from this.
What is known as Progressivism, and Wilsonianism, have their roots with the same movement.
