The government, from city to federal, knew, then, that the new arrivals refused to assimilate in New York, New Orleans, etc. They had ethnic fighting across a few city blocks in places. This led to the creation of street gangs, protection rackets, and what became today's mafioso after prohibition occurred. It also led to some of the worst eastern political ideology coming to the US from within these ethnic groups.
