What the US did:
In several books, there is a published account of LBJ being quoted, while on Air Force One, which was told by the steward. Supposedly, LBJ had a couple of governors on board, and the steward overhead them discussing Johnson's "Great Society" policy, which was when much of the government's welfare was introduced or expanded under the "war on poverty."

The US Government ran a psyop on the public during that time, and the media was complicit in helping them do it. They searched around America, high and low, to find people in abject poverty to photograph. They would show these photos on TV, and claim that it was everywhere, especially in Appalachia. It was a bald faced lie. Appalachia was the home of coal and steel, and most all of the jobs were union. There was very low unemployment in Appalachia during LBJ's years. The government went so far as to back the production of the Beverly Hillbillies, Green Acres, and Petticoat Junction, which did nothing but upset the people of Appalachia, as this was not the way people acted, nor lived.
That being said, the steward aboard the plane with LBJ overheard him say that the great society programs would be used to buy the black sector's vote. He quoted LBJ, who was a racist according to the left's own description, as saying "I'll have the n#####s voting Democrat for the next two hundred years." Needless to say, that was when the black population left the GOP, which they had been with since the Civil War, changing their politics to the Democratic Party.
Of course, the left has denied LBJ saying this, but numerous people, who met him, called him a flaming racist.
