Even the old Soviet panel buildings were better than this, and that's saying something. This reminds me of the panel building built in London, which had an entire corner eventually collapse. That was after the residents brought the news in to show them the large cracks in the outer walls, especially in the corners. China's problem has always been trying to build these large-scale social housing areas too quickly, and the corruption behind the scenes. They're built on fill, and I'd bet it's not compacted, nor have they let it settle.

Buildings built on fill by the looks of it. You have to allow fill to settle for years, or compact the dickens out of it to hold any weight. This is what happens when quick money scams are involved in quick buildings.
