  1. It's not so much about how much is spent, but what they spent it on, such as investigating things outside the four corners of the directive or order to investigate Russian involvement. If they spent money for things, such as looking at peoples finances, etc, who had no ties to the alleged Russian involvement, or into things other than what is within the directive, which they were not ordered to do, then that is fraud. Mueller, et al, better hope that they can account for every penny, and that it was spent only on investigating Russian involvement in the election.
