We once had a way of controlling this, and putting a heel to the throat of those behind it, but it was taken away, by a D led senate committee, called the Church Committee, in 1975. That's when the FBI and CIA's counterintelligence operations were exposed, and the D's forced them to stop. We also still have a law on the books that could be used, which outlaws communism, but they ignore it. It's called the Communist Control Act of 1954. A year after this act was made law, the counterintel ops started running.

@darrenweston1618 Oh yes, that's when the committee raked poor Richard Helms over the coals, who was only following orders, and finally, he admitted that all of it was controlled by the president, via his orders, and that he must sign off on the ops. Since JFK and Johnson were two of theirs, there wasn't anything that they could say. Both used the same ops, and both tried to have Castro killed, and his movement stopped. The Ds used the uproar about Watergate, to press this, as Watergate was tied to these very ops. The WH Plumbers came from these operations. GHW Bush did as well. The Ds cut off the funding, and that led to the two agencies having to use other methods of financing the ops, which they were ordered to do. Remember Iran-Contra later on? That was also a part of it. It was the Ds, mainly, being targeted by these ops. G Gordon Liddy, in his book, admitted that they ran a blackmail operation, from a "houseboat" in Miami, to control the radical, and perverted, Ds. There were some Rs entrapped, as well. They also used blackmail on those who had hidden money away, in certain banks, especially offshore, to dodge tax. Essentially, both agencies teeth were pulled, in the end, because some of what they did was illegal. The Patriot Act legalized the wiretapping, etc, later on. I read a legal analysis of this, and much of what they did, according to these attorneys, was legal at the time.
