  1. States do not have to comply with an EO from the president, only the federal agencies supposed to act. The president cannot direct anything outside the executive branch of the Fed Govt. Also, if the EO is unlawful, it can be taken to court by the states, the interest groups, or the public.

Many hoped it would be broken up into several smaller circuits under President Trump, but it never occurred. It's where California will push cases protecting DACA. "In November 2014, President Obama announced his intention to expand DACA to cover additional undocumented immigrants. Multiple states immediately sued to prevent the expansion, which was ultimately blocked by an evenly divided Supreme Court. Under President Trump, the Department of Homeland Security rescinded the expansion in June 2017, while it continued to review the existence of DACA as a whole. In September 2017, the Trump Administration announced a plan to phase out DACA, triggering multiple lawsuits challenging this action. The government deferred implementation of this plan for six months to allow Congress time to pass the DREAM Act or some other legislative protection for undocumented immigrants. Congress failed to act and the time extension expired on March 5, 2018, but three separate district courts ordered an injunction preventing the phase-out of the DACA by this date, on the likelihood that the rescinding was arbitrary and capricious under the Administrative Procedure Act (APA). The GOP lost the Old Right conservative control with the 1952 election, and never came close to gaining it back until Trump. What the New Right and Left politicos were fighting with Trump, was trying to stop the Old Right from coming back. The Old Right created America First, an activist group, in the 1930s, which is where Trump obtained the idea. He wanted to reform the GOP back to the Old Right, and he's still working on it. Look up the politics of Robert A Taft. He was the last to lead the Old Right conservatives.
