Comey may be despicable, because he doesn't recommend an indictment, (by using his flawed interpretation of the law), but the Attorney General is even worse, as she is the one who can take the FBI's investigative information, and seek an indictment with a Grand Jury. Lynch is much worse, in that regard. A fish rots from the head down, as does those in this administration. You notice how Hillary stated that "I will repeat this." You can repeat a lie many times, but that does not make it true. She broke the law, and the enforcers of the law, are willing to allow her to skate. Their time is coming, if Trump wins the election.
