Paul's hands are tied. Obama is the president, a democrat at that, and he selects the attorney general. It will take a new president, not a democrat, with a new AG, to go after Hillary and Bill. Right now, congress could get rid of Lynch, but that is both time consuming, and costs a lot of taxpayer money. It would not be feasible to do so, with the election this near. They may have to go this route, if Hillary was to win, using impeachment. If Trump wins, it is simply a matter of booting out Lynch and her cronies, then indicting Hillary for the crimes that she has committed. I am sure that a grand jury would see it differently than the AG office does now.
Paul is very correct, in that the law that Hillary broke, does not need intent. The law she broke is similar to breaking the speed limit. If you drive over the speed limit, you broke the law, even if you did not intend on doing so. Hillary signed a nondisclosure agreement, which stated what she could and could not do, as far as her communications go. She had to attend a briefing about it also. She ignored both, and broke the law, it is as simple as that. In this case, ignorance of the law is no excuse.
